Why won't you be given permission to build a bunker under a private house

The end of the world, promised many times already, somehow does not come, but this in no way prevents people with paranoid ideas from building shelters for themselves. Well, maybe they feel better this way, why not? What is a bunker in our view? It is a deep - preferably several storeys - structure, protected on all sides by a thick layer of reinforced concrete. Such that even an aerial bomb hit would not be scary. Do you want this? And even there is a summer cottage at your disposal? Take your time, in fact, such construction is illegal.

What's so terrible about living underground?

Nothing, of course, except that it's an unhealthy practice. Only an acute need can drive a person underground, where there is no sun and fresh air. A bunker will not save you from flooding, for example, but as protection from a hurricane, war, or even just from intruders who are going to encroach on your family, it is quite suitable. Therefore, the construction of a bunker is a very logical desire, but it is not enough to be the owner of the land.

How Subsoil Law Prevents Bunker Construction

So what's the catch? What prevents you from going deeper into the ground at least three floors? Indeed, according to the Civil Code of the Russian Federation, it is determined that ownership of a land plot extends to a layer of soil located on this territory, and you can use it at will. But! And here the most interesting thing begins - at the end of the wording of the law there is a small clause: "Unless otherwise provided in the Law on Subsoil."

And then the question arises: is the Subsoil Law fundamentally against the bunker? No, of course, there is not even such a concept there, but there is a limitation on the depth at which it is permissible to carry out construction work. If you build a three-story bunker, then this is about 9 m in total, and in Article 19 of the Subsoil Law it is said that the owner can only sink 5 m into the ground, and without explosive works.

And who will find out and how will they punish?

Well, about the fact that you manage to keep the construction of such a structure secret - the answer is obvious. You will be watched both day and night. And not big brother at all, but envious neighborswho can't afford whims like their own bunker.

And even if you manage to tame all the ill-wishers, the bunker is such a thing, you can't move it anywhere and hide it, you will have to constantly live in tension.

Well, in case of a bad scenario, you should read, better in advance, article 49 of the same Subsoil Law. And there (oh, horror!) The speech is about the fact that not only pay a fine, so also disassemble the bunker, fill the pit. And if you have a house above the bunker? This will be the number!

And what if you really need a bunker?

Well, if you really need to, but you can't, then you can. It's just not three stories high. And in one (or two with low ceilings). Exactly enough to be no deeper than five meters. Then no one will pick on you and you can safely eat your kebabs without unnecessary freeloaders. Isn't this happiness?
