One of the most important changes in the housing market during the pandemic was the launch of mortgages at 6.5% per annum - the lowest in the history of the mortgage market in Russia. Its goal is to support the demand for the purchase of apartments in new buildings and stabilize the financial condition of developers.
Recall that you can use a preferential mortgage until November 1 of the current year. The low rate is valid for the entire term of the loan. At the same time, a housing loan limit has been set: for Moscow and St. Petersburg it is 8 million rubles, for all other regions of Russia - 3 million rubles. Down payment - from 20%. The 6.5% concessional mortgage program does not apply to refinancing current mortgage loans.
One of the loudest and most controversial documents of the period of self-isolation was the government's rent bill, which allows tenants to unilaterally terminate lease agreements without fines until October 1, 2020. At the same time, the conditions must be met - a decrease in the monthly income of the tenant by more than 50% since the introduction of the high alert regime or an emergency situation in the territory of the subject. The security payment, if it is provided for by the contract and made by the tenant, is refundable.
In addition, the pandemic has allowed developers to more massively use the format of remote purchase and registration of apartments. If at the beginning of the self-isolation regime the market was not ready for such a transition (some transactions cannot be carried out without trips to the bank, meetings with a notary or a visit to the developer's sales office), now you can buy an apartment without leaving from home. During the period of self-isolation, the number of online applications for home loans has increased. According to Sberbank, this indicator increased by 20% in the country, in Moscow and the region, 69% of all mortgage applications are processed online.
