In Russia, a moratorium is being introduced on the verification of meters. The corresponding decree is published on the website of the Government of the Russian Federation. According to the document numbered PP RF No. 424, consumers can use household metering devices without regular verification until January 1, 2021, and organizations must warn them about this. Earlier, if the metering device failed after the verification interval expired, its readings were not taken into account, and the accrual was carried out at the average rate. Until the specified period, individuals can use all household utility metering devices, including those with an expired verification period, without performing another verification.
At the same time, the Criminal Code themselves are obliged to notify the tenants of such a change by posting information on their Internet resources. Rosakkreditatsiya has verified the fulfillment of this requirement. It turned out that not everyone fulfills it. Request for proposals for verification of household metering devices was made by more than 50% of organizations accredited and working in Russia. During a telephone conversation, it turned out that the postponement of the deadline or the absence of the need to calibrate metering devices up to 1 January 2021, 38% of organizations informed those who applied, and only 16% of them posted relevant information on their sites. Management companies can inform the residents of the homes in the management about the changes in the legislation and warn that cases of fraud are becoming more frequent. This can be done through the GIS Housing and Communal Services.
