The Russian government has approved a list of anti-crisis measures to support the construction industry. The full text of the document can be found at official website.
In difficult economic conditions in all regions of the country, a significant increase in construction completion dates is expected due to falling demand. This can shake the financial stability of some developers and lead to a violation of the deadlines for the delivery of objects, the Ministry of Construction notes.
Thus, the government decided to support the industry by temporarily easing requirements for construction companies. According to the decree, forfeit, fines and penalties for failure to fulfill obligations under the DDU will not be charged for the period from 04/03/2020 to January 2021. The developer also has the right to postpone the payment of forfeit, interest and damages, if such a claim was presented to him before the date of entry into force of the decree - a deferral of their payment until 2021 is possible of the year.
If the developer misses the completion date for more than 6 months, the house is usually included in the register of problem objects. However, if such a violation arose from the date of entry into force of the decree (04/03/20) onwards, the house will be included in the register of problem objects only after January 1, 2021.
The changes take into account the unpleasant situation in which conscientious developers find themselves in a pandemic when they forced to stop construction during quarantine, and will reduce the financial burden on them, said the head of the Ministry of Construction Vladimir Yakushev.
