By RBC data in early March, residents of the Moscow region reported problems with the Unified Information and Settlement Center (EIRTS): By a strange coincidence, information on payments for housing and communal services for the period 12.19-01.20 disappeared from the database of the year. The townspeople were asked to go to the offices of the EIRTs at their place of residence and apply for the search for the payment. Because of this, many citizens may receive receipts including missing payments.
The term for collecting housing and utility payments is three years. During this time, the management company may require confirmation of payments. But, in order to prove the payment has been made, you must provide a payment order with bank marks or a check. RBC gave some tips on how to protect yourself from repeated payments for housing and communal services.
When paying offline
The three most popular ways to pay for utility services are through a bank, through a payment terminal or online. And if everything is clear enough with payment at the bank - a bank employee provides a check on the payment, then questions may arise about other methods.
When making a payment through the payment terminals of banks, the payer always receives a check. But most likely many have encountered such an unpleasant phenomenon as the rapid fading of paint, therefore It is recommended to photograph checks, or even better to take a bank-certified statement of payments once every six months.
When paying online
Time does not stand still and more and more citizens are switching to paying for utilities online. It's faster and more convenient than standing in line at the bank every month or looking for the right ATM every month. All transactions performed online through the personal accounts of banks are saved in their databases. Therefore, it is not that difficult to obtain proof of payment. It is enough to request a copy of the payment order with a seal and signature at any branch of the bank. You can also save online receipts on your phone using dedicated smartphone apps.
Many large banks can connect the auto payment service, and then you don't even need to go to personal account - the payment on the receipt will be debited automatically, and a notification will be sent to the phone about the completed operations. You just have to check the amount of charges and charges once a quarter.
When paying bills for housing and communal services through the website of public services and online banks, information about the receipt of payments is not always synchronized quickly. For example, many Muscovites can find invoices issued on mos.ru in the "payment debts" section that are listed as unpaid. If you find something like that in yourself, then do not rush to pay off these fake debts - check if they were paid earlier.
In any case, if you pay through a terminal or other electronic method, do not be lazy to enter your phone number or email address in order to receive an electronic receipt for payment on them. Payment data, as a rule, can be found in the personal account of the bank. But it will not be superfluous to save receipts on your home computer or in printed form in case of technical failures. This paper has no legal force, but the most important thing is that it contains payment details and, by presenting a printout at the bank, the employee will be obliged to give you a document already with stamps that the payment has been made in time. And once a year, try to collect confirmation of all payments and check them in the MFC with the data contained in the system.
During quarantine
During the general self-isolation due to the coronavirus pandemic, urban online services are especially relevant, which allow citizens to transmit meter readings on time, not to delay the payment of utility bills, and also to solve other household questions.
Muscovites can pay for utility bills online on the mos.ru portal, through the My Payments service or the state portal gosuslugi.ru. You can also download applications for your smartphone, with which you can easily track all payments and transmitted meter readings.
