Deputy Minister of Construction of the Russian Federation Dmitry Volkov said in an interview with RIA Novosti that the department is ready to strongly adjust building codes in an emergency. According to the official, it is possible to simplify some norms for prefabricated objects. He noted that the ministry is already preparing measures to simplify the construction procedure during an emergency. Such measures will be established by law, and if necessary, you will not have to take essentially similar decisions every time.
Volkov said that the changes proposed by the Ministry of Construction would reduce the construction time of a typical hospital from lightweight structures to 8-9 months. Under normal conditions, they reach 16-28 months. At the same time, the construction itself takes 10-18% of the total time, while the rest of the time is occupied by the issues of permits and paperwork, Volkov said. The ministry proposes to carry out various processes in parallel for the duration of an emergency - for example, design and construction.
