Experts are confident that the construction industry is literally “choking” on approvals. Sometimes, it takes 2 times more time to collect permits than on basic work. Today, the Russian government is developing measures to speed up the construction process, one of them is the reduction of administrative barriers.
Now there are many excessive administrative barriers in construction, said Deputy Prime Minister Marat Khusnullin at a briefing. Often, from the appearance of an idea to the commissioning of an object, it is necessary to go through about 100 conciliation procedures, which in today's realities is an almost insoluble task.
“Therefore, we have developed an anti-crisis plan, in which we have prescribed those procedures that can be shortened as much as possible. Moreover, both in state and housing construction. We have prepared a number of amendments to the Urban Planning Code, according to which a number of procedures can be carried out expeditiously. In particular, it is possible to carry out procedures of public hearings in electronic form, taking into account the current epidemiological situation, ”Khusnullin said. A law on transport construction is being prepared, which will facilitate the process of approvals for transport and infrastructure construction.
In addition, it was decided that state customers can simultaneously, rather than sequentially, conduct a tender for design, construction and supply. This significantly speeds up the registration of construction permits, organizational work at the facilities, while usually such procedures can take several months.
