Prohibition on eviction from a rented apartment during self-isolation

The State Duma Budget Committee decided to take care of the health of residents of megalopolises with a high risk of losing the rented area during the epidemic. If the landlord wishes to terminate the contract with the tenant of the area, then it will have to wait until the end of the period of self-isolation, announced due to the threat of coronavirus infection. Moreover, it is not fully known how long this regime will last. The deputies have already sent a letter with explanations to the Prime Minister of Russia Mikhail Mishustin.

During this period, the landlord will be forced to extend the rental period without penalties and eviction for the entire period of self-isolation. Such a measure will reduce the risk of an increase in the number of citizens who will not have a permanent residence address, creating unnecessary complications for the power structures, which are currently endowed with the function of an additional supervisory organ. And a person who actually finds himself on the street can be brought to administrative responsibility according to the Code of Administrative Offenses.

If the decision to move must be made for reasons beyond the landlord's control, the ex-tenant living space is obliged to warn the local authorities in advance that he needs to change the place residence. It is important to do this in order to avoid possible penalties for violation of the self-isolation regime. This is especially true for Russians who rent housing without officially signing a contract.
